Based on ownership records provided by the City of Portland in June 2021, over 22% of homes in the Eastmoreland historic district boundaries had at least one new owner since the HD nomination was submitted in November 2016.
These are hundreds of homeowners who have not had the opportunity to learn about the proposed historic district, ask questions and voice their opinion. The state and federal agencies charged with approving the Eastmoreland nomination will need to find a way to count and include the new homeowners in the nomination process.
