To learn more and participate in the discussion and planning for the historic district, neighbors asked to attend meetings of the Land Use Committee and other work sessions of their neighborhood association.
In response, the ENA declared all committee meetings are considered private and off-limits to neighbors. The only open public meetings are to be those in which binding votes are taken. This policy continues to the present day. In a recent email, the current ENA president reiterated the ban, stating "Committee meetings are not public, as you know."
During the September 2021 board meeting, the newly seated president announced his new policy that committee chairs send their reports directly to the board in the days before the monthly meeting. In this way, questions and discussion will be avoided during the meeting, leaving only motions to be approved and voted on.
Of course, these procedures and restrictions make it impossible for ENA neighbors (i.e. homeowners) to ask questions and provide input before the motions are passed and approved.
(Just to clarify, everyone living in Eastmoreland is a member of the Eastmoreland Neighborhood Association. 21 neighbors are elected to the board. The President, VP, Secretary and Treasurer are chosen by a vote of the board and comprise the Executive Committee.)
