Federal rules governing historic districts stipulate that nominations which have not been approved within a two year window will be returned to the applicant for updating to incorporate changes and updates which have occurred since the initial nomination was filed.
The Eastmoreland nomination will be at least five years old when it again returns to the NPS, and there have been many changes to homes within the HD boundaries.
A number of homes which were classified as historic (aka “contributing”) now have been altered or remodeled to the point they would be excluded as “non-contributing”. If enough homes are deemed to be non-contributing, there may be insufficient homes in historically significant form to meet the requirements for a historic district.
There is a strong likelihood that the NPS will follow its own guidelines regarding the two-year window and send the Eastmoreland application back again for rework and resubmittal.
